On October 22, 2007, the government of Mongolia (GoM)and the millennium challenge corporation(MCC), a united states government agency, signed a five-year, $285 million compact to reduce poverty in Mongolia through economic growth. The compact will investing 1. a rail project to increase the capacity of Mongolia’s main railway line, 2. a property rights project to provide secure, long-terms land rights, 3. A technical and vocational education project to improve job skills, and 4. A health project to diseases and injures in Mongolia. Pursuant to the compact, the goM established MCA- Mongolia, a legal entity responsible for overseeing and managing the implementation of the program(program) under the compact. MCA-Mongolia consists of 1. A board of directors(board )to oversee the responsibilities of MCA-Mongolia, and a technical secretariat (secretariat)to manage the overall implementation of the program in a timely, effective and efficient manner in accordance with the terms of the compact. The secretariat of MCA Mongolia is recruiting and qualifies candidate for its administrative unit:
Position duties: reporting to the chief executive officer(CEO)of the secretariat, the duties of the COO are to: 1. Manage the day-to-day operations of the secretariat for all aspect of the compact, including quality control, employee/resource matters, and managing internal systems and business processes.
2.participate in program planning and develop procedures to ensure the effective implementation of all program activities.
3. assists the CEO to manage all elements of the administrative and financial requirements of the program to assure timely implementation.
4. ensure frequent and effective dialogue and communication with the GON,MCC, public and all program partners and serve as representative of MCA-Mongolia to MCC, donor community, civil society, private sector, and others stakeholders.
5. monitor the entire program and each of its activities.
6. working close collaboration with MCC counterparts.
7. participate in duties related to the supervision and audit of the program.
8. assist the CEO to monitor and ensure effective contract execution with partner entities(fiscal agent, procurement agent, data quality auditor, performance/compliance auditors, project implementation units, etc.).
9. perform such other responsibilities as reasonably delegated by the CEO.
Qualifications and experience:
- A degree in business, administration, management, economics, public policy or a related fields;
- Over 8 years of successful project management and implementation experience at
a senior level, including proving and demonstrated experience in management and large enterprise, program or government agency with an annual budget of more than USD500.000 and permanents staff of over 10individuals;
- Significant experience working with international counterparts as well as ability to work in nation context;
- Excellent managerial leadership, communication, and interpersonal skills, including the ability to lead and manage a team of high-level project managers and to work with multidisciplinary and institutions;
- Demonstrated professionalism, good judgment and flexibility to work, as may be necessary, outside normal work hours to meet needs of the position;
- Responsible and flexible attitude and capable of managing a variety of tasks with minimal supervision;
- Oral and written competency English and Mongolian;
- Knowledge of good corporate governance; and
- Strong computer skills(MS office, internet, familiarity with project management software);
- The additional qualifications and experience required of officers of MCA-Mongolia described below.
